The ministry is in the process of drafting a bill, which would replace the University Grants Commission (UGC), All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE). The HECI was proposed under the National Education Policy in the Lok Sabha recently.

The aim behind this development is to ensure resource efficiency, integrity, and transparency. Moreover, the new framework shall promote autonomy, good governance, and empowerment. The idea for the Higher Education Commission of India first came into light in 2018. Later, our current Union Education Minister, Mr. Dharmendra Pradhan, picked up the idea in 2021.

Keeping in mind the demand for the courses, the ministry has added the seats.

Hon’ble Finance Minister, Nirmala Sitharaman, during the 2025-26 Union Budget, announced 6,500 additional seats for the new IITs. These 6,500 seats shall be allocated throughout the four academic years from 2025 to 2029, to the IITs set up after 2014.
